Assuming I'm not missing anything, yes. Your limiting factor here is comparative Strength and Toughness, not Size per se. I do appreciate the mental image of an absolutely shredded goblin running around with an artillery piece ten times his size.
There's a couple different things we need here:
A class with access to Cannons(or other desired weapons)
A class with access to Wagons
A class (probably some type of Monster) with:
Strength equal to or higher than 7, to pull the Wagon
The Mount ability, to have the Wagon placed on it
(Recommended) High Toughness
(Recommended) High base Movement
Assuming that you only want a single model to carry this contraption, we're starting from the [Monstrous Beast] Trait in the Humanoid Domain. I'd build the carrier with [Heavy War Monster], [Giant Monster], [Amazing Strength] and [Titanic Monster], all from Monsters of Myth and Legend. This gives us the needed Strength of 7 to carry the Wagon, and Wounds/Toughness 5 to soak up the inevitable attacks that come its way. It also gets us an appropriate size, Huge, to avoid the aforementioned swoleblin. For advancement, while there aren't many Increase Movement options available, the Feral Branch in your base Domain will get you up to 5 if you don't mind this beast being on the petulant side.
That's honestly the hardest part, beyond that you'd only need a driver class for the Wagon and some crew for the cannon itself, each with the appropriate Traits. We're probably staring down the barrel(heh) of some 400+pt. investment after all is said and done, but the Mount gets the Cannon moving faster than it can on its own, and requires quite an investment of force to take down.

Hey thanks for the answer! It is a bit unfortunate that you do still need a driver/cannon crew. In my head I was thinking of some giant using an actual cannon as a hand-cannon of sorts. Unless I am mistaken, (ranged) weapon profiles aren't affected by size, so a giant with a "musket" would do as much damage as a goblin with the same weapon. I was also interested in mechanical entities (demonic engines or golems) with integrated siege weaponry, but as long as the weapons still need a crew that sort of defeats the purpose I guess. I need to brainstorm this a bit. (Ps all this is so I can find a use for my Warjack models from the game Warmachine for this system)
Your thought is Ogres/Giants carrying Cannons.
Currently Military Weapons need a crew. This is something that definitely should be somewhere in the game. We will get this.

wouldnt something like this made for Ranged work?
